BG> Maryland Gov. William Donald Schaefer announced yesterday that
BG> his Advisory Council on AIDS would be disbanded and its work would be
BG> transferred to his Drug and Alcohol Advisory Council. His decision
BG> has provoked anger and criticism from AIDS activists. The governor
BG> claims he wants a more aggressive fight against AIDS in Maryland, one
BG> that more sharply concentrates on education and prevention. Schaefer
BG> said he expects that AIDS issues will be dealt with more vigorously
